Hotel Development Overlay Protocol
As part of Phase 2 of the Hotel Development Overlay (HDO) Extension effort, we are sharing the newly adopted protocol for how future hotel proposals within the 2025 HDO extension area will be considered. When the HDO was extended, it was not intended to create an automatic or permanent answer to every possible future proposal, nor was it intended that future requests be handled informally or on an ad hoc basis. The purpose of adopting this protocol is to establish a fair, transparent, and consistent process that preserves the intent of the HDO while giving any future applicant a clear opportunity to make their case. Developed through collaboration between neighborhood association representatives and refined through board review, the protocol has now been board-approved and will serve as the framework for considering future hotel proposals across the Victorian and Thomas Square historic districts. We expect Cuyler-Brownville to follow suit. Further revisions might be made if necessary.
